Information about the mailing lists for DdlUtils

As of Fall, 2016, the DdlUtils work is no longer active.

The website, downloads, and issue tracker all remain open, though the issue tracker is read-only. The mailing lists have been closed down, but old mail can be browsed in the mailing list archives.

There were two mailing lists for DdlUtils: a list for its users and a list for the developers.
